Mac Lab - Enable Voice Control in accessibility services

In a Mac lab, professor wants students (or her) to be able to enable Voice Control in accessibility services.  She is an admin on the system.  When she checkmarks the box to allow voice control, after a few seconds it unchecks itself.  The solution found online appears to be to create a new account, checkmark the box and delete the old account.  Awaiting more information from her before continuing.
